Abstract: This project will procure services and works meant to restore and conserve a degraded portion of a mangrove wetland. Furthermore, it will bring awareness and provide training on topics relevant to mangrove management.

The Anton de Kom University of Suriname [AdeKUS] has received financing in the amount equivalent to US $1,520,000 from the UK Blue Carbon Funds, which is being administered by the Inter-American Development Bank (IDB), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under the project Blue Carbon Restoration in the Bigi Pan MUMA, Suriname. Bidding will be governed by the Inter-American Development Bank’s eligibility rules and procedures.
The main objectives of this project are to improve mangrove management in Suriname by applying an evidence-based approach in the Bigi Pan MUMA wetland, which will guide future conservation/restoration efforts, enhance the governance of these ecosystems, and promote sustainable livelihoods. In essence, this project will determine the effectiveness of a series of (identified and yet to be identified) interventions meant to restore a degraded portion of the mangrove wetland. This project is expected to procure the following services and works:
- A consultancy firm that can characterize the site and a reference site, identify the main drivers of mangrove degradation, provide additional mitigating interventions, monitor the development of the site after a series of interventions, economically valuate the ecological services, strengthen the government through training and create public awareness.
- A contractor or contractors that can build sediment trapping units, a nursery for mangrove trees, grow and plant mangrove trees, and execute other interventions identified in the above-mentioned consultancy.
Procurement processes of contracts administered by the Inter-American Development Bank will be conducted in accordance with the Policies for Procurement of Goods and Works financed by the Inter-American Development Bank (current edition), and is open to all eligible bidders as defined in the policies. Consulting services will be selected and contracted in accordance with the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (current edition).
Specific procurement notices for contracts to be bid under the Inter-American Development Bank’s international competitive bidding (ICB) procedures, will be published as they become available. For consulting services expected to cost an amount equivalent to US $100.000 or more, a request for expressions of interest contracts will be advertised in UN Development Business and Inter-American Development Bank’s website, the Anton de Kom University’s website, and De Ware Tijd (local newspaper).
