The Anton de Kom University of Suriname has received financing from the UK DEFRA administered by the Inter-American Development Bank (IDB), toward the cost of the Blue Carbon Restoration in the Bigi Pan MUMA, and intends to apply part of the proceeds for consulting services.
The Blue Carbon Restoration in the Bigi Pan MUMA project aims to study and restore a degraded portion of mangrove wetlands in the northwestern part of Suriname. For this purpose, the project needs consultancy services that will conduct studies and provide training. The consulting services (“the Services”) include
- A baseline study, which, among others, will characterize the site (in terms of hydrology, geomorphology, biology, etc.) and determine the drivers of degradation.
- A detailed blue carbon assessment
- A monitoring plan and possibly temporary monitoring
- An economic valuation of the mangrove ecosystem and its ecological services
- Training.
The Firm providing this service should possess the following:
- Proof of being legally registered.
- At least five (5) years’ experience in the provision of consultancy services in the mangrove ecosystem/ wetland restoration and MRV (monitoring, reporting and verification) field.
- At least five (5) years’ experience working on similar assignments
The Anton de Kom University of Suriname now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Evaluation will be based on the following:
General Experience (demonstrated experience in providing consultancy services in the mangrove ecosystem/wetland restoration and MRV field);
- Similar Experience (demonstrated experience in having worked on baseline studies, blue carbon assessments, monitoring plans, economic valuations of mangrove ecosystems);
Short lists shall comprise firms with a wide geographic spread not fewer than five (5) and not more than eight (8) eligible firms.
Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Consultant Policies.
